The Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction, commonly called the BBNJ Agreement, entered into force on 17 January 2026. It had been adopted on 19 June 2023 under the United Nations Convention on the Law of the Sea. The Agreement became the third implementing agreement under UNCLOS. It addresses marine genetic resources and benefit sharing, area-based management tools including marine protected areas, environmental impact assessments, capacity-building, and marine technology transfer. Its entry into force came 120 days after deposit of the sixtieth instrument of ratification, approval, acceptance, or accession. Areas beyond national jurisdiction do not fall under the sovereignty of a single State, so conservation there requires cooperation. The treaty creates legal and institutional tools, but their effectiveness will depend on participation, funding, scientific information, and implementation by Parties.
