The third United Nations Ocean Conference was held in Nice, France, from 9 to 13 June 2025. France and Costa Rica co-hosted the conference, which sought to accelerate implementation of Sustainable Development Goal 14 on conserving and sustainably using oceans, seas, and marine resources. More than 170 countries adopted the political declaration "Our ocean, our future: united for urgent action." The declaration called for steps including expansion of marine protected areas, action against marine pollution, decarbonisation of maritime transport, and finance for vulnerable coastal and island nations. The political declaration together with voluntary commitments by States and other actors formed the Nice Ocean Action Plan. Voluntary commitments express pledged action, while the negotiated declaration records shared political agreement. The conference outcome requires implementation and monitoring. Announcing commitments does not by itself produce marine conservation.
